Payment Standards & Utility Allowances
The payment standard is the maximum amount paid for each unit type. The whole payment standard amount is only offered when landlords pay ALL utilities. If you will not be paying all utilities, please use the Utility Allowance Table (effective 01-01-2023) below to subtract the appropriate tenant-responsible utilities from the payment standard; this will provide you with the most affordable contract rent amount for your available unit.
Example: 2 bedroom unit. Tenant pays for gas heat, electric cooking, gas water heating, and other electric.

Contract Rent offer would be $711.00
Example: 2 bedroom unit. Tenant pays for gas heat, electric cooking, gas water heating, and other electric and water.
($944 - 116 - 18 - 31 - 68 - 94 = $617)
Contract Rent offer would be $617.00
Example: 2 bedroom unit. Tenant pays for gas heat, electric cooking, gas water heating, and other electric, water and provides the stove and refrigerator.
($944 - 116 - 18 - 31 - 68 - 94 - 5 - 7 = $605)
Contract Rent offer would be $605.00
